Mirada Street and 28th Street In-House Water Main Replacement Project

East Valley Water District replaces aging or undersized water mains as part of its ongoing Capital Improvement Program. These projects help reduce leaks and water main breaks, improve system reliability, support the community’s current and future water needs, and help ensure the continued delivery of safe drinking water.

Projects are identified through the District’s planning and evaluation process. Factors may include the age and condition of the existing pipeline, leak history, pipe size, maintenance needs, system reliability, and anticipated community growth. 

District field crews have the experience and specialized knowledge needed to perform water main replacement projects. Completing this work in-house helps the District provide greater value to ratepayers, while continuing to invest in reliable water infrastructure.

District crews first locate existing utilities and prepare the project area. Crews then install the new water main, including valves and fire hydrants as needed. Before being placed into service, new pipelines are cleaned, tested, and sampled to ensure water quality and safety. Customer lines are then connected to the new main, and affected streets are repaired or repaved.

Fire hydrants are placed where they can effectively serve the water distribution system and provide access for emergency response and routine system operations.
Hydrants provide several important community benefits:

• Fire protection: Provide firefighters with access to the water supply during an emergency.
• Water quality: Allow crews to flush the system and remove naturally occurring sediment, supporting water quality efforts.
• System maintenance: Provide convenient access to the water system for flushing, maintenance, and other operational activities.

Hydrant placement is based on the configuration and operational needs of the water system as well as fire protection needs. When a water main is replaced, District staff evaluate appropriate hydrant locations so that hydrants support emergency response, water system maintenance, and ongoing operation of the distribution system.

New water mains are constructed using modern materials and are cleaned, tested, and sampled before being placed into service. Replacing aging infrastructure helps reduce leaks and improves the reliability of the distribution system. Together, these steps support the continued delivery of safe drinking water.

Project timelines vary depending on the length and complexity of the water main replacement, site conditions, utility conflicts, weather, and other construction factors. The District works to complete projects as efficiently as possible while maintaining safety, water quality, and reliable service throughout construction.

Construction typically takes place during regular daytime working hours. Specific work hours may vary depending on the project location, construction needs, or traffic conditions. If work outside of typical hours is necessary, the District will provide advance notice when possible.

Only customers whose water service will be connected to the new water main will experience a temporary service interruption. The District works to minimize the duration of these interruptions and will provide affected customers with advance notice whenever possible.
